Colonial Secretary's office,

WAII MAT 10

Hongkong, 16th.February, 1910.

sir,

I have the honour to request that an increase

may be mude in the salary, assigned to the combined posts of

Assistant Colonial Secretary and Clerk of Councils, now fixed

(a) in dollars at 34,800 rising to $5,400 by $300 triennially,

and (b) in sterling at £600 rising to £720 by £40 triennially.

2. For convenience of reference I attach a precis

the

of past correspondence on the subject of salaries of these

posts, and I venture to draw your attention especially to the

following points in this correspondence, namely:-

(a) that in 1885 when the post of assistant Colonial

Secretary was first created, it was decided that the salary of

the officer discharging the combined duties of that post and of

Clerk of Councils should be equivalent to £750 per annum, where-

as at present the maximum sterling salary of the combined posts

is only £720, in spite of the fact that in the intervening 26

years the work of the department has very considerably increased:

(b) that in 1894-5 the then Governor, Sir W. Robinson,

twice urged upon the Secretary of State that the dollar salary

of the combined posts should rise by incrementa to a maximum of

$6,000, whereas the maximum dollar salary is now only $5,400:

کو

(c) that the Retrenchment Committee of 1894, who in

this matter voiced the opinion of Sir G.T.M.O'Brien, the then

Colonial Secretary, ami whose view was endorsed by Sir V.

The Hon.Sir F.H.May, K.Ü.M.G.,

Colonial Secretary.
